Welcome

Building on this year’s HLPF focus on SDG 1 (no poverty), SDG 2 (zero hunger) and SDG 13 (climate action), the side event of the Federal Republic of Germany will showcase two distinct pathways for integrated solutions: School meal programs and “true cost accounting” for food systems.

While it is an integral part of the 2030 Agenda and a basic understanding that the Sustainable Development Goals (SDGs) can only be delivered in an integrated manner, best practice examples for systematic integrated implementation are still rare. The event will focus on the transformative potential of school meal programs and “true cost accounting” for sustainable food systems. How can we reduce poverty and advance human development, sustainable food systems and planet-friendly responses? How can we increase government leadership and multi-stakeholder partnerships to foster long-term development (e.g. on poverty eradication and food systems transformation) for countries worldwide?

Dr. Bettina Hoffmann

Parliamentary State Secretary at the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV)

Dr. Bettina Hoffmann MdB was appointed Parliamentary State Secretary at the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection in 2021 and is a Member of Parliament in the German Green Party parliamentary group (Bündnis 90/Die Grünen). Bettina Hoffmann completed her studies in biology at Philipps University in Marburg with a doctorate. Until 2017, she was managing director of an agency for planning and communication in the field of environment, tourism and regional development. Since 2017, she has been a Member of Parliament. Until 2021, she was spokesperson for environmental policy and environmental health, a member of the Environment Committee and chairwoman of the Parliamentary Advisory Council for Sustainable Development.

Dr. Bärbel Kofler

Parliamentary State Secretary to the Federal Minister for Economic Cooperation and Development (BMZ)

Dr Bärbel Kofler (SPD) holds the position of Parliamentary State Secretary to the Federal Minister for Economic Cooperation and Development. Before being appointed to this role in December 2021, she was the Federal Government Commissioner for Human Rights Policy and Humanitarian Assistance at the Federal Foreign Office for six years. She has been a member of the German Bundestag since 2004, where her previous roles included Development Policy Spokesperson of the SPD parliamentary group and member of the Foreign Affairs Committee. Dr Kofler has a doctorate in linguistics.

Parliamentary State Secretary to the Federal Minister of Food and Agriculture (BMEL)

She studied international business administration at Hochschule Stralsund – University of Applied Sciences. In 1998/1999 she spent a year abroad in the US. She has also lived in Kristiansand (Norway), Munich and Stralsund. From 2009 to 2022, she was politically active at local level. She was the long-term Parliamentary Secretary of the Green Party district council group of Western Pomerania-Rügen. She also served as the State Chairperson of the party branch in Mecklenburg-Western Pomerania and was a member of the city parliament of Stralsund. Since October 2017, she has been a member of the German Bundestag for the Bündnis 90/Die Grünen parliamentary group. Prior to that, she worked as a freelancer in the tourism and cultural sectors. In 2022, she served as the Federal Government Coordinator for the Maritime Industry and for Tourism.

In January 2023, she took office as Parliamentary State Secretary to the Federal Minister of Food and Agriculture.

José Wellington
Barroso de Araújo Dias

Minister of Social Development and the Fight Against Hunger, Brazil

In January 2023, José Wellington Barroso de Araújo Dias became the Brazilian Minister of Social Development and the Fight against Hunger, building on a long career in politics. His political activism already began during his student days. He studied Portuguese literature and then specialized in public policy. In 1985, at 23 years old, he joined the Partido dos Trabalhadores (PT), Brazil’s workers’ party. Starting as the elected councillor of Teresina in 1992, he went on to become an elected member of the parliament in 1999. José Wellington Barroso de Araújo Dias also served as the Governor of Piauí from 2003 to 2010 and again from 2015 to 2022. Between his four terms as governor, he served as a senator for Piauí from 2011 to 2015. Besides his political career, José Wellington Barroso de Araújo Dias has also authored five literary books and received an honorable mention of the Secretaria of Culture of Piauí for his work.

H.E. Ambassador Nosipho
Nausca-Jean Jezile

H.E. Ambassador Nosipho Nausca-Jean Jezile currently serves as the Chairperson of the Committee on World Food Security for the Biennium 2023-2025. She is also the Ambassador in Rome, Italy, and Permanent Representative of the Republic of South Africa to the United Nations Agencies in Rome. Additionally, she serves as the Vice-Chairperson of the Programme Committee of the Food and Agriculture Organization of the UN and, in 2023, she was the Chairperson of the Africa Regional Group.

Ambassador Jezile has extensive leadership experience in public sector administration, policy development, innovation, and evidence-based program implementation, including as the Director General of the South African Ministry of Environmental Affairs for 12 years. She also led South Africa’s national delegation to various Conventions and Conferences of Parties (COPs), including Climate Change, Biodiversity, Convention on Trade in endangered species (CITES) and the UN Committee on Sustainable Development (CSD). She had a formative role in the implementation of the Agenda 21, towards the Millennium Development Goals and initiated the domestication of the United Nations Sustainable Development Goals and the adoption the UN 2030 Agenda for Sustainable Development in South Africa.

Carmen Burbano de Lara

Director of School Meals and Social Protection Service, World Food Programme (WFP)​

During her 20 years of experience with WFP, Carmen Burbano de Lara has focused on supporting governments to improve the nutrition, education and wellbeing of children. Specifically, she is interested in tackling the interrelated issues of malnutrition, poor health and learning and in strengthening the national safety net systems designed to address these issues.

She has held management positions in Peru, Rome, Colombia, Ethiopia, Kenya, Malawi and Tanzania; and provided temporary support to earthquake relief efforts in Haiti and Nepal.

Ms. Burbano de Lara is WFP’s world expert in school feeding. In this capacity, she has advised the governments of China, Colombia and Kenya, Ghana, among others, often in partnership with the World Bank. She is the co-author of the most influential publications on school feeding over the last ten years including “Re-imagining school feeding: a human capital investment in health, education, social protection and agriculture” (2018); “The School Feeding Sourcebook” (2016); and “Rethinking School Feeding” (2009), published by the World Bank. She has authored WFP’s flagship publication “The State of School Feeding Worldwide” (2013) and conceived and drafted WFP’s Global School Feeding Policy (2013).

Prior to assuming her current position in July 2018, she was WFP’s Representative and Country Director in Peru. She has also worked in UNDP’s Executive Office.

Carmen is Ecuadorian and holds a Master’s Degree in Public Administration from Harvard University and Bachelor in Latin-American Studies and Comparative Literature from New York University.

Olivia Riemer

Programme Lead Food Systems Transformation & True Cost Accounting
TMG – Think Tank for Sustainability

Olivia Riemer is a programme lead at TMG – Think Tank for Sustainability, a transdisciplinary research organisation and consultancy firm. Ms Riemer is responsible for the areas of food system transformation and true cost accounting. She leads a team of researchers that develop holistic solutions for sustainable transitions in the agri-food sector to inform policy makers and advise business leaders. She holds a double Master’s degree in Agriculture and Food Economics and a Bachelor’s degree in Agricultural Science. Ms Riemer is an active member in the international True Cost Accounting Community of Practice and advises the Food and Agriculture Organisation of the United Nations as a member of the Advisory Group on True Cost Accounting.

Danielle Jean-Pierre Figueroa

Moderator

Professional with experience in the theory and practice of multi-stakeholder partnerships for development. Danielle has worked for the past 10 years in designing, brokering, and implementing partnerships for development in Costa Rica, and promoting the development of platforms for partnerships in Latin America and the Caribbean. Her expertise includes partnership facilitation, skills training, research, and brokering partnerships in areas such as employment, health, water and sanitation, sustainable cities, and education. She is passionate to understand the enabling factors for collaboration in multiple contexts, and she held a strong belief that it is only through collaboration that we will overcome the most pressing needs our planet is facing.  She has worked leading international and national cross-sector initiatives through public and private partnerships and collective impact projects. These experiences allowed her to develop alliances with a wide variety of stakeholders, including government officials; private sector; civil society organizations; and the academy. She is a professional researcher with strong analytical and communicative skills, creative, motivated, enthusiast and committed to sustainable development and partnership.
